Job Description:

Reporting to the Vice-President Telecom, the Regulatory Analyst will provide telecom regulatory support to Distributel’s Telecom Group and Distributel as a whole.

This position will require coordinating all CRTC filings and CLEC certification, as well as the preparation and maintenance of tariffs and interconnection agreements. Active participation within the telecom industry committees is required.

The Regulatory Analyst will need to keep constantly up to date with the Canadian regulatory environment, recognizing and acting on Canadian telecom regulatory decisions, proceedings and developments which could have an impact on the execution of Distributel’s business plan. An understanding of the Canadian telecom regulatory framework is required.

Key Responsibilities:

  • Creates required CRTC filings (e.g. Responses to Interrogatories)
  • Liaison for Distributel with CRTC from operational perspective
  • Monitors Canadian telecommunications regulatory activity, analyzes activity for impact on Distributel while keeping management abreast of these developments
  • Prepares tariffs (e.g. to support Distributel’s CLEC role), develops processes and procedures for the ongoing maintenance of tariffs
  • Participates in Distributel’s CLEC certification process
  • Accepts input from cross-functional managers (Engineering, Operations, Admin, Customer Service) regarding regulatory matters
  • Participates in Industry working committees (e.g. CISC) as required while providing feedback to upper management
  • Performs other duties as directed by management

Key Requirements:

  • Experience providing regulatory support to Canadian Telecom companies
  • Legal experience (Legal Assistant/Paralegal)
  • Demonstrated competency with the creation of telecom filings and other documentation
  • Ability to interpret CRTC Decisions, Notices and Orders and effectively recognize and communicate the impact, challenges and opportunities which could result from these
  • Must possess good analytical, organizational, and time management skills
  • Has an aptitude for details and accuracy
  • General knowledge of telecom service providers, carriers and vendors
  • Possess superior communications skills and writing ability
  • Ability to work in Canada
  • Functional competency in both written and spoken French preferred
  • Position based in Ottawa with occasional travel as required

Education:

Legal or Para-Legal post-secondary education or equivalent experience.

Starting wage:

Commensurate upon qualifications, experience and skill set.

Job Description:

Under the direction from the Manager of Network Operations Centre, the NOC Technician is responsible for public facing data services as used by Distributel's residential and commercial clients.

This includes installation, surveillance, maintenance, and repair of Distributel’s mission-critical network infrastructure.

The incumbent for the position requires a detailed understanding of the Internet, as well as the transport technologies used to deliver data services.

This position entails shift work and requires the technician to partake in an on-call pager rotation.

Responsibilities:

  • Provide technical support for data and voice services to Distributel’s call centres.
  • Proactively monitor the network and troubleshoot any issues that may arise.
  • Open and track trouble tickets through problem resolution.
  • Work with operational staff to deploy new systems and services.
  • Assist to analyze, test, and solve network architecture challenges.
  • Perform other duties as directed by management.

Languages:

Fluency in spoken and written English and French mandatory an asset.

Requested Technical Qualifications:

The successful candidate must have experience with:

  • TCP/IP and IP routing protocols (i.e. BGP, OSPF, IS-IS)
  • Internet protocols and services (i.e. FTP, POP, SMTP, RADIUS)
  • LAN/WAN transport facilities (i.e. ATM, Ethernet)
  • LAN protocols (i.e. Spanning Tree, 802.1q tags)
  • Packet capture and protocol analysis (i.e. port sniffing, NetFlow)
  • Transport facilities (i.e. DS1s, DS3, OC3)
  • 3 plus years of direct experience is a must.
  • Must possess a valid Canadian Passport and Provincial Driver’s Licence.

Additional Assets:

  • VoIP protocols (i.e. SIP, MGCP)
  • PSTN protocols (i.e. PRI, ISUP, MF)
  • PSTN routing and translations
  • Multiplexing equipment (i.e. SONET ADMs, DACS, M13 MUX)
  • UNIX/LINUX operating systems
  • Documentation and communications soft-skills.

Education:

Job Description:

The DSL Coordination Team member will assist clients with the activation of High Speed Internet Services Regular and Naked/Dry-Loop DSL) and Internet Telephone Services (VoIP). The job description includes placing customer orders for DSL service, assisting our customers with basic installation, testing customers’ DSL and VoIP services, and coordinating with our contractors, partners and other members of the DSL/Porting team to ensure a seamless transaction for our customers.
